A few adjustments:

1. NPCs should be less cryptic on average from now on, whether in Tidbits or during direct interactions with them.

2. Rulings weren't very clear about what should happen when you roll a Tidbit you already rolled previously, and there had been inconsistencies. Inconsistencies that will continue to a degree, as I'm basically making them official: When you find yourself rolling a Tidbit you already rolled, you may choose to keep the roll as is, effectively getting supplementary (and possibly more substantial) information about the same subject, or you may choose to reroll it, to get information about a different subject instead.
